Parking is very limited for handicapped visitors. There are a few spots near the entrance, but are usually taken. Spots farther away require crossing the road to limited curb ramps. So, low score to Towers Shopping Center for Parking. There are no automatic doors, a challenge for someone traveling alone...or the parent pushing the wheelchair, which requires the "foot in door technique".
The restaurant is small, but has all tables. Chairs can be easily moved to make room to pull a wheelchair directly to the table...you may have to wait for a larger spot during busy hours, but the food is worth it.
If you want to get to the lower level...forget it. There are stairs and escalators, but no elevator. We walked outside to both ends of the shopping center (not just a few feet) and found no choice to walk down on one end, and the other leaving us to walk down the road. Two thumbs down for this as well.
Getting to the restroom with a wheelchair would not be easy either.
This is an older building with "old" rules...so there probably won't be any changes any time soon.

Parking is very easy. There are atleast 4 handicapped spots right near the entrance. The lot is flat for an easy, close walk.
The restaurant is very spacious on the inside, with tables and chairs that are very easy to move around to meet you seating needs. It's never super busy, so that always helps.
The bathrooms are at the back, a little walk, but they are spacious and clean.
Two forks up for accessible eating!
